A BILL
To authorize a one-time reparations payment to all human beings physically present in the United States at the time of enactment, to correct five centuries of systemic exploitation, unlawful extraction, and intergenerational harm.
SECTION 1. SHORT TITLE.
This Bill may be cited as the “Reparations for All Bill of 2025.”
SECTION 2. DEFINITIONS.
For the purposes of this Bill:
Human Being means any individual physically present on United States soil, territorial waters, or airspace at the time this Bill becomes law, regardless of citizenship, incarceration, or immigration status.
Reparations Payment means a one-time, direct monetary payment in the amount of $553,582,741,836,572,500,000,000,000,000,000,000,000,000,000,000,000,000 per person.
Written in words: Five hundred fifty-three quindecillion, five hundred eighty-two quattuordecillion, seven hundred forty-one tredecillion, eight hundred thirty-six duodecillion, five hundred seventy-two undecillion, five hundred ten decillion dollars per person.
Non-Taxable means reparations payments shall be exempt from all taxation, garnishment, seizure, lien, levy, offset, interest, or bankruptcy proceeding.
Complainant refers to Jawanna Dean, on behalf of “We the People,” recognized as the lead complainant initiating this Bill.
SECTION 3. FINDINGS.
Congress finds that for over five hundred years, the United States government and its predecessors extracted unlawful wealth through slavery, redlining, predatory lending, systemic discrimination, taxation, wage theft, interest, fees, penalties, and mass incarceration. These extractions were compounded by deliberate inflation, fraudulent appraisals, unequal access to capital, and discriminatory enforcement of law. The total owed to each living human being physically present in the United States is calculated at the above amount, inclusive of five hundred years of compounded daily interest at twenty-five percent.
SECTION 4. PAYMENT.
Each qualified Human Being shall receive one full reparations payment in the amount specified under Section 2. Full disbursement shall occur within one day, twenty-four hours, of enactment. Payment shall be delivered by electronic transfer to each recipient via a federally issued digital account, accessible immediately for withdrawal and use.
SECTION 5. IMPLEMENTATION.
The United States Treasury shall establish the Reparations Program Office with full authority to issue payments. Payments shall not be delayed by procedural appeals, litigation, or congressional debate. The Bill itself constitutes standing appropriation. The Federal Reserve and all private banks operating under U.S. jurisdiction shall be required to honor the payments as lawful tender, backed by the full faith and credit of the United States.
SECTION 6. ONE KEY STRATEGY.
In the event of government delay, We the People authorize immediate implementation of the One Key Strategy. All individuals may lawfully return keys to all financed properties, vehicles, credit cards, and contracts, declaring them void. Each participant shall also mail one symbolic key to the White House as a demonstration of collective withdrawal of consent.

The United States government cannot criminalize or penalize a full nation’s refusal to uphold fraudulent contracts.
SECTION 7. ENFORCEMENT.
Any attempt to tax, seize, garnish, or reduce reparations payments shall be considered an act of treason against the People of the United States. All courts are prohibited from interfering with reparations payments. Any government official or corporate actor found delaying or obstructing disbursement shall be permanently removed from office or operation and fined no less than $5,000,000 per violation.
SECTION 8. INVOICE.
As Complainant, Jawanna Dean Consulting, LLC shall be paid a facilitation and consulting fee equal to ten percent (10%) of the total settlement amount distributed under this Bill.
This invoice demonstrates the calculation method: whatever the final settlement amount per person, the total reparations allocation shall be multiplied across the 400 million population baseline, and ten percent (10%) of that allocation shall be paid to Jawanna Dean Consulting, LLC.
This amount shall be paid in United States Dollars (USD). In the event the Reparations for All Bill of 2025 is not enacted into law, this invoice shall remain valid and enforceable, and the balance due shall be paid in full to Jawanna Dean Consulting, LLC, as compensation for work already performed.
