HUD HUMAN HOUSING BILL OF 2025

A BILL
To guarantee universal housing, food, and healthcare for all human beings residing in the United States; to abolish discriminatory housing practices and excessive fees; to establish a fair baseline for housing affordability tied to the federal minimum wage; to secure universal food and healthcare coverage; to create a flat universal tax; to reappraise all used property at one dollar ($1.00); and for other purposes.
SECTION 1. SHORT TITLE.
This Bill may be cited as the “HUD Human Housing Bill of 2025.”
SECTION 2. FINDINGS.
Congress finds the following:
Housing is a fundamental human right for all human beings.
Discrimination in housing applications, credit requirements, income screenings, and excessive fees have created systemic inequities.
The federal minimum wage shall be the baseline standard for calculating maximum housing affordability, ensuring that no human being is charged beyond their capacity to pay.
The Department of Housing and Urban Development (HUD) shall administer a national housing application system, called HUD Connect, to guarantee non-discriminatory access to housing.
Universal access to housing, food, and healthcare is essential to protect the dignity, safety, and well-being of every person living in the United States.
All forms of excessive housing charges, application fees, association fees, and discriminatory practices are hereby abolished.
All used property, including housing, vehicles, and land, shall be reappraised at one dollar ($1.00) to end predatory lending and systemic overvaluation.
Existing systems of child support and alimony are no longer necessary under this Bill, as universal housing, food, and healthcare are guaranteed for all.
SECTION 3. DEFINITIONS.
(a) “Human being” means any person residing in the United States, regardless of income, credit history, employment status, family composition, or immigration status.
(b) “All housing” means any form of shelter, including but not limited to rental, leased, mortgaged, cooperative, manufactured homes, mobile homes, or any other dwelling.
(c) “HUD Connect” means the secure federal application administered by the Department of Housing and Urban Development to allocate housing fairly.
(d) “Federal Minimum Housing Rate” means the capped rate of 18% of 12 hours per week at the federal minimum wage.
(e) “PITI + Utilities” includes principal, interest, taxes, insurance, gas, electricity, and water.
SECTION 4. MAXIMUM HOUSING STANDARD.
(a) The maximum housing payment for any adult over the age of 18 shall be no more than 18% of weekly income based on 12 hours at the federal minimum wage.
(b) As of 2025, with the federal minimum wage set at $7.25/hour:
Weekly baseline: $87.00
18% cap: $15.66 per week per adult
Equivalent: $62.64/month or $813.84/year
(c) No landlord, lender, homeowners’ association, trailer park, or government entity shall impose additional fees, charges, or assessments beyond this cap.
SECTION 5. HOUSEHOLD ALLOCATION.
All housing units shall be allocated by the number of human beings age 18 and older. Children shall never be charged.

SECTION 6. HUD CONNECT APPLICATION.
(a) HUD shall deploy HUD Connect, a federally managed application accessible by QR code.
(b) The application shall verify only that an applicant is a human being. No credit checks, income verification, rental history, or other discriminatory data shall be collected.
(c) Households may apply as individuals, families, or groups of unrelated persons.
(d) The system shall allocate appropriately sized housing units based solely on the number of people.
SECTION 7. NONDISCRIMINATION.
No landlord, lender, or housing provider shall discriminate based on race, sex, gender, income, marital status, employment, family composition, or any other factor.
SECTION 8. HOUSING FEES ABOLISHED.
(a) All application fees, deposits, and association charges are prohibited.
(b) No trailer park, homeowners’ association, or government subdivision shall impose fees of any kind on residents.
SECTION 9. UNIVERSAL FOOD SECURITY.
(a) Every human being shall be entitled to universal food coverage equal to the IRS daily meals deduction standard.
(b) Each person shall be guaranteed $75/day for food and meals, covering 3 meals and 2 snacks.
SECTION 10. UNIVERSAL HEALTHCARE.
Healthcare, including medical, dental, vision, mental health, prescriptions, and preventive care, shall be universally guaranteed for all human beings.
SECTION 11. FLAT UNIVERSAL TAX.
(a) A flat tax of 10 percent (10%) shall apply equally to all income earned by every adult age 18 and older in the United States.
(b) “Income” shall include wages, salaries, business income, investment income, rental income, or any other form of earnings.
(c) This flat tax is non-refundable, non-negotiable, and shall fully replace all other federal, state, and local taxes.
(d) The Internal Revenue Service (IRS) shall be streamlined to administer only this tax, eliminating all other codes, deductions, exemptions, or refunds.
SECTION 12. REVERSE DISCRIMINATION PREVENTION.
All people qualify for housing, food, and healthcare under this Bill regardless of income. Higher earners shall not be penalized or excluded.
SECTION 13. CHILD SUPPORT AND ALIMONY PROHIBITED.
(a) Upon enactment of this Bill, all child support and alimony orders are terminated nationwide.
(b) It shall be illegal for any court or government entity to impose or enforce child support or alimony.
(c) Housing, food, and healthcare guarantees under this Bill make such payments obsolete.
SECTION 14. REAPPRAISAL OF PROPERTY.
All used property within the United States, including homes, vehicles, and real estate, shall be reappraised at one dollar ($1.00). All outstanding debts tied to prior inflated valuations shall be deemed void and unenforceable.
SECTION 15. CONSULTING FEE.
A one-time consulting fee of ten percent (10%), calculated from the total annual housing allocation under this Bill, shall be paid to Jawanna Dean for authorship and development of the housing framework.
This amount shall be paid in United States Dollars (USD) as compensation for the authorship, design, and development of the HUD Human Housing framework.
This invoice represents the minimum compensation structure required to sustain the economy until reparations are enacted.
All payments shall be made in United States Dollars (USD) and disbursed annually within thirty (30) days of appropriation for a term of one hundred (100) years.
In the event the HUD Human Housing Bill of 2025 is not enacted into law, this invoice shall remain valid and enforceable, and the balance due shall be paid in full to Jawanna Dean Consulting, LLC, as compensation for work already performed.
SECTION 16. EFFECTIVE DATE.
This Bill shall take effect immediately upon enactment.

Predatory lending has existed for generations and was clearly demonstrated during the Obama presidential term. Yet our society continues to operate on this same predatory model, forcing families into debt and financial ruin through inflated housing values and unfair contracts.
This Bill provides a blanket solution to an ongoing problem that everyone is already aware of. The time has come to fix this issue once and for all and move forward as intelligent human beings with no more excuses and no more manipulation.
This is a national call to action:
Stop predatory lending.
Appraise all used property to $1.00.
Establish housing as a guaranteed human right.
Replace the broken IRS system with a universal, non-refundable flat tax of 10 percent applied equally to all income.
The solution is simple: we will stop overpaying banks and lenders by making only the minimum fair payment, based on a flat national formula tied to the federal minimum wage for 12 hours of work per week. When we return the keys to the lenders, we will also begin making this fair payment per human being, ensuring equality, affordability, and stability for all.
This is not just a Bill. It is a demand for justice. It is a national call to stop predatory lending, reappraise all used property to $1.00, and restore fairness to every household across America.
